Liberty Player
Liberty Player is a no-cost playback application for Liberty .dcr (digital court record) recording files, available for Windows, macOS, iOS, and Android. It allows users to review recordings, select individual audio channels or mixed channel playback, export content, and access supported recording details. Optional foot pedal support is available for playback control on supported platforms.
As of May 2026, Liberty Player v3.1 is the current version of Liberty Player for Windows. It can be used to play back .dcr recording files created by Liberty Recording applications, including Liberty Court Recorder and Liberty Interview Recorder.
Modern and Classic Interface Options
Liberty Player v3.0, released in January 2026, introduced a new modern user interface.
Users who prefer the classic interface can enable it after installation by going to:
View → Options → General → Advanced → Use classic interface
Replacing Older Liberty Player Applications
In December 2019, Liberty Player replaced the separate Liberty Court Player and Liberty Interview Player applications. Current and future enhancements are provided through Liberty Player.
Liberty Player cannot be installed directly over Liberty Court Player or Liberty Interview Player. If either older application is installed, it must be uninstalled before installing Liberty Player.
To retain existing player settings:
- Open the existing player application.
- Select Tools → Export to save the current settings.
- Uninstall the older player application.
- Install Liberty Player.
- Select Tools → Import to restore the saved settings.
Liberty Player for iOS allows .dcr recording files to be played back on supported iPad and iPhone devices.
Because iOS stores app files in app-specific folders, recording files must be downloaded or transferred to the device before they can be opened in Liberty Player.
Opening a Recording File on iPad or iPhone
Recording files can be added to your device in several ways:
- Download the file from a link in your browser.
- Transfer the file from a PC using iTunes.
- Transfer the file from a Mac using Finder.
- Use the Files app to move the recording file into the Liberty Player folder.
Downloaded files may appear in the Downloads folder, or your browser may prompt you to Open in Liberty Player. You may also select More… → Save to Files, then save the file directly to the Liberty Player folder.
Once the recording file has been copied to the Liberty Player folder:
- Open the Liberty Player app.
- Tap the books icon in the top-left corner.
- Open the File Open window.
- Select the File tab.
- Choose the recording file you want to play.
All .dcr files copied to the Liberty Player folder should appear in the File tab.
Opening a Recording from a URL
If you have a direct URL to a recording file, you can also open it from within Liberty Player:
- Open the Liberty Player app.
- Tap the books icon in the top-left corner.
- Select the URL tab.
- Enter or paste the recording file URL.
- Open the file for playback.
Because Liberty Player is downloaded from outside the Apple App Store, macOS may display a security message the first time you open it. To allow the application to run, open your Mac’s System Settings / System Preferences, go to Security & Privacy, and select Open Anyway when prompted.

On Apple’s support page, select “Safely open apps on your Mac” and review the section titled “If you want to open an app that has not been notarized or is from an unidentified developer.”
Liberty Virtual Courtroom
Available for desktop and mobile devices, Liberty Virtual Courtroom extends the physical courtroom by connecting judges, attorneys, defendants, interpreters, witnesses, and other participants for virtual and hybrid proceedings. It integrates with Liberty Court Recorder to help ensure remote appearances are captured as part of the official record.
Supporting Utility Applications (a-z)
- DCR Audit Report Program - Application for creating audit reports of DCR file access activity using the Windows audit log. Before running the DCR Audit Report Program, the folders containing DCR files must be configured for auditing. Once auditing is enabled, file activity such as read, write, and delete events will be recorded in the Windows audit log. The DCR Audit Report Program reads those audit log entries and generates a comprehensive report, which is saved as a standard .csv file for review and analysis in applications such as Microsoft Excel. - Liberty Android Control Application (apk v1_5_B1310) - Android based application that allows users to remotely control Liberty Recorder applications.
- Liberty Disk Manager (v0270_R02_B1025) - Application for monitoring recording storage directories and sending alerts when storage conditions require attention.
- Liberty Helper Service (msi 3_5_R01_B1080) - Application that enables external systems to send commands to Liberty Recorders and receive recorder status information.
- Post Recording Manager (msi 0410_R04_B1086) - Service application for managing post-recording workflows, including file conversion, processing, and automated file transfer.
Supporting Plugins (a-z)
- 2DCR Conversion Engine - Required add-on for Post Recording Manager (PRM) needed to convert standard DVR-DVD recordings to .dcr format. The Conversion Engine is provided as a ZIP file. After downloading, extract all contents of the ZIP file and save them in the same folder where the 2DCR program is installed.
- 32-bit Speech-to-Text (STT) Engine - Required add-on for STT services in Post Recording Manager (PRM) v4.1 and later. After downloading, extract all contents of the ZIP file and save them in the same folder where PRM is installed.
- 64-bit Speech-to-Text (STT) Engine - Required add-on for STT services in LCR v8.8, v8.9 and LIR 4.1. After downloading, extract all contents of the ZIP file and save them in the same folder where the recorder is installed.
- Axis Media Parser SDK 32-bit Components (V4.21.2) - Required add-on for LCR V7.6 Build 809 and later and LIR V3.0 Build 808 and later to control Axis cameras.
- Axis Media Parser SDK 64-bit Components (V4.21.2) - Required add-on for LCR V7.6 Build 809 and later and LIR V3.0 Build 808 and later to control Axis cameras.
- Axis Media Parser SDK 32-bit Components (legacy) - Required add-on for LCR V7.6 Build 808 and earlier and LIR V3.0 Build 808 and earlier to control Axis cameras.
- Axis Media Parser SDK 64-bit Components (legacy) - Required add-on for LCR V7.6 Build 808 and earlier and LIR V3.0 Build 808 and earlier to control Axis cameras.
- Liberty Transcription Assistant (v0220_R01_B0008_inst) - Microsoft Word add-in that synchronizes Liberty Player controls with Liberty Speech-to-Text documents for easier transcript review and playback.
Codecs and Conversion Tools
The Liberty Interview Player can be used to create MPEG-2 standard DVR-DVDs. To use this feature, you must contact Liberty Recording to obtain the MPEG-2 Conversion Engine, version 3 or later.
The MPEG-2 Conversion Engine is provided as a ZIP file. After downloading it, extract all contents of the ZIP file and save them to a folder on the computer. In the Liberty Interview Player options, select that folder as the MPEG-2 Conversion Engine location.
Similar options are also available in the Liberty Recorder program for creating MPEG-2 DVDs directly from the Recorder.
To export audio in AAC format using Liberty LMR/DCR2 export tools, you must obtain a tested version of FFmpeg.
FFmpeg 2.0.1 has been tested with Liberty programs. Use the previous 32-bit static version 2.0.1, dated September 26, 2013.
Windows 7 and later include built-in support for H.264 video compression. On supported Windows systems, High Criteria strongly recommends using the H.264 video encoder supplied with Windows when compressing Liberty DCR files.
In Liberty Video options, select:
Codec > H.264 Video Encoder (Windows)
Other Windows codecs are not recommended for video recording with the Liberty system.
In some cases, you may need to decode audio from a Liberty recording on a computer where Liberty Player is not installed and the Speex audio codec is not already available. For example, this may occur on a server running Post Recording Manager.
The Speex codec can be used to decode these files when needed.
