    High Criteria Inc. Announces Liberty Court Recorder Version 7.4

    High Criteria Inc, a world leader in computer audio / video recording systems, today announced the immediate availability of the newest version of the Liberty Court Recording system for recording courtroom and other legal proceedings. The Liberty Court Recorder is a digital recording application that runs on a PC or laptop and records multiple audio channels directly to the computer hard drive.

    The Liberty System offers an economical, state-of-the-art alternative for those wanting to move away from tape systems such as the Sony BM 246 and incorporate the benefits of a digital audio / video recording system into the courtroom.
    Enhancements in Version 7.4 include:
    • Audio and video data can now be streamed by the Recorder in MSE (Media Source Extensions) and HLS (HTTP Live Streaming) formats. MSE and HLS are recognized standards for the HTML5 protocol. The data is encoded and written to a folder on the recording PC which can then be made available to users via a web page.
    • Further integration with Windows Explorer allows you to display the details of docket fields without opening a recording file. Using Windows Explorer, you can hover your mouse over a file to display docket information, click on a file to display docket information in the Detail panel, select which fields of a docket you want to have displayed in the Windows Explorer interface, and display docket information using the Detail tab under File – Properties. 
    • A new audio processing algorithm called Channel Activity Detector (CAD) can be used to automatically insert a bookmark into a recording each time a different channel becomes most prominent. These bookmarks can be inserted by the Recorder program as a recording is taking place or they can be inserted by the Player program during transcription playback.
    • Pan/tilt/zoom (PTZ) controls are available on the Video Preview window when these are supported by the camera. Preset positions can also be used with an Axis PTZ camera.
    • You can identify a remote agent as a preferred agent and optionally display only preferred agents in the Connect to Agent window. Also, when Liberty Court Recorder starts, it can automatically connect to the remote agent you have identified as the default agent.
    • A number of other internal updates and enhancements.

    Version 7.4 of both the Liberty Recorder and the no-cost Player are available immediately. The Player may be downloaded from the High Criteria web site at www.LibertyRecording.com.
    Portable configurations suitable for use with a laptop computer are also available.

    NYPD Launches Liberty Interview Recording Systems

    Over the past year, the NYPD has worked to address today's technology expectations as they roll-out the department's new interrogation room recording systems. The department launched a pilot for the recording systems in 2010. As then Commissioner Ray Kelly explained to the International Association of Chiefs of Police (IACP) in 2012, “Not only do jurors expect to see the forensics they see on television, but they also expect to see the video interrogations that are dramatized on the TV shows."

    The department selected the Liberty Interview Recorder to achieve these goals. The Liberty Interview Recorder was selected as a practical and user-friendly solution that was tailored to meet the needs of detectives, and one that also included advanced law enforcement features that could be employed as needed.
    Gramco Business Communications of Clifton New Jersey, installed the Liberty Recorders on behalf of High Criteria Inc. Contemporaneously, the department standardized interview procedures and constructed new sound-proof interview rooms that were specifically designed as calming and non-threatening environments. Prior to the citywide system roll out, custodial interrogations were not ordinarily recorded in the detective squads.

    The Liberty system can simultaneously record up to four cameras. Each of the video streams is maintained separately, and the system does not use picture-in-picture that can lead to some of the video being overlaid. The NYPD chose to use three cameras; two fixed and a third pan-tilt-zoom camera placed in the observation room and pointed into the interrogation room through a one-way glass.

    As the agency moved forward, they developed a training course for NYPD detectives to standardize the interview and interrogation process. This course covers basic and advanced interrogation techniques in addition to legal guidelines for custodial interrogations, and nonverbal communication. The combination of advanced interrogation procedures, coupled with the video recording systems, make for a compelling presentation during any future prosecution. But Commissioner Kelly also stated, defense counsel was “often eager to enter a plea once they had seen the video recording of the interview”.

    Enhanced interrogation techniques and electronically recording the interrogations have resulted in more powerful presentation and efficient prosecutions. These advancements have streamlined a number of arrest cases as they move through the District Attorney's Office and the courts.

    Under the direction of current New York City Police Commissioner William Bratton, the “Electronic Recording of Custodial Interrogations" program has led to a citywide expansion to more than 80 detective squads in the NYPD. To date, the department has recorded in excess of 5,000 custodial interrogations. The Detective Bureau, which has approximately 3,200 detectives, has been trained to use the Liberty Recorder system. Electronically recording the accused with the Liberty Interview Recorder is now the professional standard in the NYPD for all serious crimes, including sex crimes and murder.
    Chief of Detectives Robert K. Boyce adds that “not only does electronically recording interrogations provide powerful legal evidence, it also protects my detectives from unfounded allegations of misconduct inside the interrogation room. I believe this is a great advancement in American policing.”

The Liberty Court Recorder is a digital recording application that runs on a PC or laptop and records multiple audio channels directly to the computer hard drive.

    Enhancements in this release include:
    • Support for Windows 10.
    • Multiple copies of the application can execute at one time on the same PC. Each instance of Liberty Court Recorder can have its own profile that will usually relate to a specific courtroom. This enables you to record multiple courtrooms on a single PC and use a different profile for each of your rooms.
    • A mobile phone application can be used to enter information, such as bookmarks, and to start/stop recording.
    • When using the "Find in Files" search facility, you can display the details of the docket fields or file information without opening each file and optionally copy all or some of this information to the Clipboard.
    • Support for an LR-101 device that supports LEDs to identify if recording is active, switches to remotely start and stop recording, and pushbuttons to remotely add bookmarks.
    • You can choose which bookmarks you want to print, copy to the Clipboard, or export.
    • A new Windows service has been introduced to handle communications with external devices, such as an iBoot device, an LR-101 device or a mobile phone. This service must be installed, configured, and started if you want to use such external devices with Liberty Court Recorder.
    • The "Find in Files" search facility has been updated to support Windows Search which is the successor to the Indexing Service.
    • A conference with a remote agent can be muted which stops transmission of the audio and video coming from the agent.
    • Video from an additional channel of a multi-channel Axis camera, such as an F44 or M7014, can be received.
    • Support the capture of an additional view from an Axis camera with digital PTZ, such as an M3007.
    • Automatic encryption of the remote agent data across the Internet provided both sides of the connection have the required versions of the software. This requires Liberty Court Recorder 7.3 or above and Liberty Remote Agent 1.4 or above.
    • Support for higher monitor resolutions.
    • A 64-bit version of the program is available.
    • A number of other internal updates and enhancements.

    High Criteria Announces Liberty Interview Recorder Version 2.8

    High Criteria Inc., today announced the availability of the Liberty Police Interview Recorder (LIR), V2.8.

    The Liberty Police Interview Recorder is designed with recording features that address the needs of police and other law enforcement services. Specifically, the application records the audio, video and associated notes directly to the hard drive of a recording PC. Thereafter, the file may be managed, just as is any other data file. Integrating the interview recording with the computer environment allows the police service to leverage their existing investment in computing services and make use of current facilities for security, backup and recovery and long-term archival of the data.

    The Liberty Interview system allows services to eliminate older DVR and VHS machines. The player program facilitates transcription, and the recording file may also be saved in a format that plays in Windows Media Player on an PC.

    The system facilitates the addition of meta-data to the recordings. Later, this meta-data may be used as search criteria when looking for a specific recording file. Extensive search facilities are included with the application.

    Among other updates, the Liberty Police Interview Recorder V2.8 includes the following new features:
    • The configuration of Case Fields has been enhanced. You can now specify the number of fields that will be available in case-style bookmarks, define different types of fields (i.e. standard, date, fixed list, or text), and enable users to choose from a drop-down list of possible values.
    • The "Pause" button can be removed from the Recorder’s user interface.
    • Pan/tilt/zoom controls are available on the Video Preview window when these are supported by the camera.
    • Support for higher resolutions of video.
    • Support for the Epiphan VGADVI Broadcaster. This device can capture various video sources, including SD video and HDMI.
    • Support for the Axis P8221 audio module.
    • Support for some Pelco IP cameras.
    • Support for the capture of a second stream from the same Axis camera. This allows a single camera to provide both a wide-angle view and a tight view.
    • Video from an additional channel of a multi-channel Axis camera, such as an F44 or M7014, can be received.
    • Audio monitoring can now be available at all times even when recording is not active.
    • Ability to make a backup of each recording onto the SD card of an IP camera.
    • Numerous other minor enhancements.
